Is there a way to convert IPA A. A. jar file or a file I can play on my phone
or in other words, they need some kind of online converter that can convert me to my iPhone applications for a Java application, so it allows you to play back on my Samsung Pixon,

You can not. Not all types of files can be converted to another file.
